The first thing that both sides need to agree to is a cease fire and Israeli pullout of the Palestinian territories.  The reason this is so necessary at this point in time is that there is so much animosity and paranoia within the entire community today.  This paranoia also comes with an itchy finger, that can result in the death of more innocent people.  This pull out cannot lead to lawlessness, so either the UN and/or NATO should move troops in immediately to police the communities until the Palestinians infrastructure is rebuilt.

So many of the Palestinians believe their own government needs to have an overhaul and that there are many problems associated with it, and that the UN would be able to best assist them in a rebuilding of its government from the ground up.  The Palestinian people are not able to fulfill this goal on there own and have no true power to attain this.  For this reason a separate entity should be directly involved with this, and the UN, Jordan and the Native Americans would all be able to assist them.

Deadlines MUST be established in order to assure all parties that this will only be an interim policy.
